Mill Plain Extension

In order to maintain a high quality of life and encourage strong and steady economic growth, the city of Vancouver and Clark County adopted comprehensive plans to encourage and support expansion of the region’s industrial base.

DEA provided design services for the industrial segment of the Mill Plain Boulevard extension, a critical part of the plan.

This segment involved extending Mill Plain Boulevard from the proposed intersection with Fourth Plain, south of Fruit Valley Road, to the Kotobuki Way railroad crossing. The extension required a 3,045-foot new roadway to improve access to the Port of Vancouver, connect downtown Vancouver to the Port, and serve as a route for emergency vehicles. The project included construction of a new, 4-lane, major arterial roadway with a 16-foot median/left turn and 6-foot on-street bicycle lanes.
