Port Westward Generating Project

DEA conducted the NPDES permitting, wetland permitting, and visual resource analysis for this project that involves design, permitting and construction of a 650-megawatt, gas-fired generating plant to help meet the region's long-term energy needs.

DEA prepared Exhibits S, J, P, R and T of the Energy Facility Siting Council (EFSC) application for site certificate, including a wetland delineation, wetland function assessment, and mitigation plan.

The DEA team also conducted detailed bathymetric and sidescan sonar surveys along a 1.5 mile portion of the lower Columbia River to aid in redesign and to evaluate bottom conditions for environment and habitat studies.

DEA’s other tasks focused on removal-fill permit requirements, water supply and discharge engineering and permitting, transportation impacts and traffic mitigation, and aesthetics and recreation planning.
